There is an article by Diabetes Care, from April 2007, that suggests that it is common for diabetic men to have lower testosterone levels causing a lack of sex drive. You can read that article here. Diabetic Neuropathies can also cause loss of sex drive as outlined here in this overview.
That coupled with medications commonly prescribed for diabetes and other ailments can affect performance as well.
