What BG levels should a pre-diabetic be trying to maintain by diet

I was diagnosed as pre-diabetic 3 months ago (successive fasting BG of 127 and 123).  By adhering to a low-carb diet, I find that I can maintain an average BG in the high 90s, with a fasting BG level ranging from the mid-80s to 100-109 (pretty regular dawn phenomenon).  Sometimes my pre-prandial measurement will be in the mid-to-high 80s.  What should I be striving for?
