Borderline diabetic not looking to lose weight. What type of diet should be followed?

My husband and I are both border line diabetics.  I want him to try going on a structure eating regimen.  He is not overweight. He is muscular and is 5'6" @ 165lb.  The nurse at the clinic said he should be 150, but I think that would be too low for him.  So I figure to stay at the weight he is, using 17lbs x 165lb, he would have to consume about 2800 calores a day to stay the same, but I cannot find an eathing plan based on 2800 calories.  He is physcically active during the day.  What do you suggest?
