How do you let them grow up?

My daughter has been diabetic for 9 years now, we are really close and get along fine most days. When she was young she had really bad low blood sugars in the night. my father is a diabatic patient. he is showing a problem like: his left arm is getting thinner and thinner and weaker day by day. can this b due to diabetes. which type of test he has to do and what other can be cause for such type of problem thanx
