how to build lean muscle and not bulk

I am a sixteen year old teen and I have a dilemma.  Prom is coming up and so is the summer bikini season.  Well I have the calves of a man, my friends call me man calves cause my calves are what a fit 6 foot 5 male would have, that's how bad they are.  I don't mind that they are muscle but it's ALL muscle and they are HUGE.  Also my thighs are ALL fat and and are HUGE also. They literally take up like 18 inches when I sit down. So is my stomach aka abs.  My arms are fabby and are what you call the double wave where they flap back and forth from too much fat. Is there an exercise program for my body that lets the muscles in my calves slim down to a toned look, for my thighs to go from all fat to a toned look, my stomach to become tight abs, and the arms to be lean and fit?  My example of this and my goal to look like is Hayden pannetierre.  She is physically fit and healthy and not scary nicole richie skinny.

All the physical activities I've tried (walking, jogging, running, jumping, leg lifts,  etc. ) ONLY bulk up my calves. This may also be because I'm only 5'3.

Please help me.  I have tried everything over the past 6 years trying to lose weight but nothing helps, not even sports.  I only gain a little muscle and gain all fat and I can't lose any of it.  I eat healthy too.  I don't know what else to do.

I can't afford to buy any exercise equipment or have any money to join a gym.  I need easy exercises that don't take too much time out of my schedule because I am busy.  They need to be easy and effective.
