Cravings!

I am 5'2" & 115 pounds. I am not overweight but I could use some toning up, I'm not very happy with my body! It seems like I fail at every diet, no matter what. I have a crazy sweet tooth and I easily give in to junk! What can I eat or do to prevent myself from doing so? Willpower just doesnt seem to work :(
