if you ate junk but never went over your daily calorie need would you loose weight?

say if you ate 1200 calories a day of burgers, chocolate, toast and cheese and your basal metabolic rate was 1400 calories, would you maintain/loose weight? or could you actually give yourself a pot belly from eating jumk?
