Well something is better than nothing and the walking is beneficial but is probably not enough to make him lose weight and get his weight and diabetes under control.  He can try fitness walking. Eating highly refined carbs makes his body less sensitive to insulin which does not help his diabetes and will make it worse. Less sensitivity to insulin also tells the body to store food as fat.  But where do you start?   First, try to get quantity or amount of food under control by decreasing his appetite naturally. This tip works wonders - a book was written about it and so many people have lost weight with just this tip.
