Can you really end up looking "normal" when you lose 100 to 200 lbs thru diet and exercise?

I see people who have had weight loss surgery discussing the further surgeries they now need because they have excess skin everywhere. I also see before and after pictures of those who dieted and exercised their weight off. None of them seem to discuss, "Oh yeah, I'm a size 6 but my arms flap in a stiff breeze." Can you really exercise off all that and end up with an acceptable result?
