they say that my weight is ideal to my height but i di have excess fat, what will i do?

my thighs and legs are large or let's say having excess fat. but the problem is the more i jog the more the cercumference got larger... i do carjo exercise but it seems doesn't work. what kind of exercise fits me to avoid my legs and thigh look fat... insted look firm and thinner?
