You will first need one or more consultations with an appropriately qualified surgeon. If they agree to take your case the likely procedure will be to cut the ligaments supporting the penis. This requires a general anesthetic. After surgery there will be some scarring and you may be required to use a penis extender or weights for several weeks to ensure a permanent enlargement.

 

Bear in mind that penis enlargement has certain costs (not simply financial). I believe that not everyone is pleased with the final result. It can cause a bend in the penis, the erection will point forward or possibly downwards and the shaft of the penis actually remains the same size. The visual effect of enlargement actually means the hairs at the base of the penis are drawn forwards.

 

Anyway, a qualified surgeon will bring you up to speed on the latest techniques and should point out the pro's and con's of the procedure should you choose to go ahead with it.
