Has any one had something similar? I don't know if it's herpes or not.

I have not had sex in 3 and a 1/2 months nor have I had unprotected sex in my life. However, I had noticed a few white dots under the tip of my penis, then there's a little like line/scratch above them. Occasionally it hurts, but not terribly.
