Unfortunately herpes can be transmitted by the giver or receiver of oral sex. The virus can occur in various parts of the body and, as you rightly say, there is more of a risk during an outbreak. You may also know that even so-called 'viral shedding' can occur at any time. To be entirely safe, the best option would be for him to use a condom even during oral sex.
