I'm a black African woman and have been having these out-breaks on my bum (upper) and top left thigh on a monthly basis close to the beginning my menstrual cycle. Can these be herpes?

if they hurt/burn and fluid filled little clusters then yes, it's prob herpes my dear. Have the dr do a swab AND a blood test. Tell your sex partner and get treated for whatever it is.
they say 1-5 women have genital herpes.
If you can't afford it, go to a free clinic.
