Do I have genital herpes?

I'm gay and i had sex with a guy for the first time on the fifth of september which i think was like two weeks ago. I was on bottom and he didn't wear a condom. Now i have a rather mild itchy rash just ABOVE my genitals but not on them or anywhere around my anus. I thought maybe it was just from my jeans rubbing me wrong (they're a bit tight) but i want to be sure. Do they test for this stuff for free? And if so can i get it done alone since i'm 17?
