See a dermatologist since milia on the eyelids (one of the possible diagnoses0 should be looked at and formally diagnosed.  if it's an infection - you may also need an antibiotic.  it's unlikely that it is herpes.  If it is, herpes near the eyes, can be dangerous so you would want an official diagnosis as well.
