Hi Webster,   As you correctly suggest, latency refers to fact that the virus exists but it isn't manifest in the sense of an outbreak. This latency period can vary hugely between people. Some people get regular outbreaks and some may only get one or two in the whole of their life. There is some association between outbreaks as a result of stress, possibly fever or strong sunlight.   There is a very good article on symptoms on this site.
