GO SEE A DOCTOR.  I'm 99% sure you don't have herpes, based on your symptoms and the fact that you've never had sex, but you have some real problems going on there!  Do not delay!  It may be something minor, but you don't want to risk it being something major, and then waking up one day to find out your package has fallen off.

For now, hold off on masturbating... I've never had red jizz (which may be bloody), but I know that if I've masturbated frequently, my penis can get sore or I can rub skin raw.  I've also noticed that I have a harder time getting a full erection during those times.  But still, go see a doctor!  I'm no authority and would hate to see you end up with something serious.
