Excess vaginal discharge is usually associated with a vaginal infection. Some common vaginal infections are bacterial vaginosis, vaginal yeast infections, and trichomoniasis.   The combination of discharge and lower abdominal tenderness is commonly seen in people with PID (Pelvic Inflammatory Disease), but there is also the possibility that the symptoms are unrelated.   Consulting a health care provider for diagnosis and treatment would be the best course of action, since the symptoms could fit a range of conditions.
