Q: How accurate are blood tests?

I have recently been diagnosed with HSV-1 on my vagina. I have been sleeping one person without a condom, so I immediately went to him to see if he has ever had any symptoms and to tell him to get tested. He denied herpes, but he told me that he has had weird "outbreaks" around his mouth, and when I asked if he ever has had a cold sore, he told me YES. He got blood work done and his results came back negative. How accurate are blood tests? Is it possible that he still has herpes and the results are a false-negative? I don't want to scare him or accuse him, but I strongly feel that he was the one to give me herpes. What should I do now?
