If by masterbation you are referring to self stimulation, then the answer is no.
Herpes is a viral infection that is transmitted by direct contact with an infected person. Mutual masterbation with an infected person is a different story and this would clearly increase the risk of infection. Use this link to read a nice introduction about how the virus is transmitted.
