Q: Does anti-bacterial soap stop transmission of herpes through genital to hand contact?

Even if there is no outbreak I heard that it is possible to contract herpes through genital to hand contact when a person has a open sore on their hand. Would anti-bacterial lotion help prevent the transmission?

Herpes is a virus not a bacterium therefore I doubt an antibacterial lotion would have any effect. Otherwise what you say sounds accurate. If you have an open sore on your hand that is stimulating the genitals of someone with herpes then transmission is possible.
