Why wont my doctor prescrive suppressive therapy?

I was just diagnosed with herpes, my outbreak was a severe one.  I felt like I had the flu with a high fever, muscle soreness, headache, loss of appetite, etc.  My doctor said she wont prescribe suppressive therapy until after my fourth outbreak but was really vague as to why that…
