Can I have genetal herpes without antibodies in blood? HELP

Yesterday was my second test for herpes2 in past 2 months. First time I was negative. Second time I was negative. BUt i have a one round little breakout between my vagina and anus. It itches a little but only when I wipe after using the bathroom. Other than that it just feel tender to touch. NO...
