Q: After masterbation 2 days ago i now have a red aera on the top mid of my penis that contains alot of little skin colored bumps (very small but a few) i scratched one and a clear fluid was in it.

After masterbation 2 days ago i now have a red aera on the top mid of my penis that contains alot of little skin colored bumps (very small but a few) i scratched one and a clear fluid was in it. (looks like when u pop an aint bite)..They dont hurt but itch and it DOES NOT hurt when i pee. I googled a few things and i wasnt sure if this could be herpes (first signs show within 20 days they said) i havent had sex in a few months...can this still be herpes? and what else can this be?
