Absolutely yes.

Herpes can be transmitted via direct skin to skin contact - so if a person has oral herpes (irrelevant of type) and they perform oral sex on a person, they can pass on the virus to that person's genitals.

 

It a person does not have oral herpes at all but genital herpes, then no, they cannot pass it on via oral/genital contact, only by genital/genital contact.
