Hi kwait,

 

Thanks for posting your question.  I'm not a doctor, but since I have herpes and am knowledgeable about it, I can answer your question.  

 

Yes, herpes can be passed to a person when the carrier isn't having an outbreak.  There is something called "viral shedding", which means that someone with herpes can shed the virus through the skin at any point in time.  It can happen with or without symptoms.
