Q: can you only get herpes from an outbreak?? if a person had a minor case of this

can you only pass gential herpes only when you have an outbreak

so ive had a minor outbreak 4 months ago of genital herpes and took medicine to take care of it i have changed sex partners and use condoms but can you pass genital herpes even if you dont have an outbreak? or does it just depend on the person?
