It is possible but the risk is really extremely minimal if esthetician uses sanitary practices .  It is however far more likely that a person could have a herpes break out after a waxing because the client already has the virus.  Typically younger people, in good health won't be as affected.  The virus will remain dormant in the client until the immune system cannot keep it in check.  The trauma to the skin, esp in the groin area...  can stimulate herpes or a shingles breakout. Have you had your chicken pox vaccine? They are all related to the same virus, which all most all people already carry.
