It can happen this way. Usually if they dont have an outbreak or not close to an outbreak i would think its pretty rare to catch it on your hands. But its possible some people dont show symtems when they have outbreaks. I break out all the time on my hands when i give a guy a bj so be careful.

Yes. The virus is still active even without an outbreak. A cut or break in the skin on the hands are vulnerable. The virus could also be then transferred from the hand to eyes, mouth etc. without proper hygiene.
