Okay, so i am 13 years old. I have been circumsized. Today I 'jacked off' for about 3 minutes and started to notice redness on the arrow tip of my penis so I stopped. Then about 15 minutes later i checked to see how it was and i looked and it was fine but right below where it was there a whole bunch of skin layers up right below the penis tip and I have no idea how or where it came from. Do You Know?

Not really unless the circumcision left some residual skin that formed what's called a small adhesion or clump of healed skin. If you have a good relationship with your Dad or a pediatrician you can let someone take a look - but it sounds like it is just a variation post circumcision.
