Q: The chance that I'm experiencing recurrent outbreak?

I don't know for sure if I have genital herpes.  The symptoms are similar.  One doctor said probably no and another doctor said probably yes.  One doctor took my blood and the other did a swab.  1) First question is if I can be sure that I don't have HSV-1 or HSV-2 if those tests come back negative?

 

2) Second question is if these symptoms are something that is recurrent or primary?  And can a recurrent outbreak later in life be the first time that symptoms show?  I have never seen anything like these symptoms on me before now.    Thank you very much
