Q: Can Herpes Constantly be in an active state?

I was diagnosed with genital herpes in January from a swab test.  Ever since then I don't feel I've been free from attack!  I've had weird itchy patches, spots that come up then disappear very quickly without blistering, scabbing etc, weird little paper-like cuts and fissures appearing in the vulva area.  At present one of these cuts has formed what looks like a blister/white skin over it and it's quite big.  There are no other cuts, spots etc present at the moment.  My problem is I'm always itchy these days in the general genital area and feel odd down there.  I have been tested for all other stds and results were negative. I don't think it's thrush either.  What I want to know is can the herpes virus constantly 'hover' around in your skin cells instead of retreating into a dormant state in the bundle of nerves at base of the spine for a while,like it says it does from everything I've read?  I was told that rarely some people get up to 10 flare ups a year but I seem to have symptoms virtually every week and it's not psychosamatic!!  I'm at my wits end as I dont know what to do, Ive been taking a course of aciclovir for this one cut ive got but so far I havent noticed any improvement in the 4 days Ive been taking it (5 200mg  a day). As far as Im aware, apart from the Herpes, my health is normal, I don't have HIV, Lupus, and neither am i immunocompromised in any way. Any info greatly appreciated.  Thanks
