Q: herpes and condom usage

Is it true that latex condoms do not offer any protection to males in acquiring genital herpes from a woman?  I hear it is still very possible to acquire the virus on our scrotom because it is exposed during sexual intercourse.  I also heard that in order to become infected with genital herpes, the exposed skin needs to be broken.
