What is the treatment for artheritis in an elderly (90) woman?

This is regarding my mother- 90 - who has artheritis ( the leg artheries are closing) - she has lately had numbing sensations in the plant of her foot along with intermitent pain. Whenever she can, she takes hour -=long walks  ( with short stops).

Is surgery - applying stents ? - available at her age?

What can be done?
