how serious is a stroke in in the neck causing a part of the brain to be numb

my father is presently in the hospital diagonised with hyper -tention,due to this he has suffered from stroke in the spine above the neck area.the doctor said because of the stroke , part of his brain has become numb and it is affecting his vision also one of his valve is leaking.PLEASE GIVE ME ALL...
