Can an ejection fraction of 25% be improved?

My husband was recently hospitalized because he had a hard time breathing. We found out he is a diabetic and has heart failure. After several tests and a whole week of trying to stablize his heart rate with many medications, he was diagnosed with atrial fibrillation and only 25% ejection fraction....
