Q: could heart failure be cause from my Mitral valve prolapsed

I have many diseses,Fibromyalgia,Raynards,Reflex symathetic dystrophy, Bronchiectasis of the left lung, and many other conditions. My pulmonary Dr. said my lungs are clear, so it has not effected my lungs. but both my feel and legs were full of fluid, I asked him what would cause the swelling and he said heart failure. I have taken 2 different water pills and my feet go down a bit but if I get out of bed they swell right up again. They are hard to the touch and shiney. but it only goes as far as my knees.
