Q: If pacemaker cannot be adjusted what is the alternative of pacemaker?

My father had a heart attack about 10 years ago.now his heart pumping rate is 36%.he is taking medicine.doctor said that pacemaker cannot be adjusted.What can be done for his better treatment?How the rate can be improved?How risky is his position?
