I am not totally clear on what you are asking, but I will do my best. The heart is responsible to keep blood flowing to all different parts of the body, including the skin. If there is a problem with the blood pressure due to failure of the heart muscle, the body is designed to send the necessary blood flow to the vital organs (brain, heart, kidneys, liver) at the expense of the "less important" organs. This will usually leave the skin cold to the touch.
