It appears to be little "pimple" like bumps and the itching is insane....
Q: I got a pretty bad sunburn and now I have little bumps that itch, and bleed if I scratch them....

To me it sounds like sun poisoning. I have been getting that for the last 5 or six years. I only get it my first couple of times I get sun exposure, then I no longer get it for the summer. Don't scratch these as they leave marks when you do, like chickenpox.
