It's just an odd fluttering sensation in the arm, leg, or neck, etc. that lasts about a minute and is unrelated to the heartbeat. Not painful, and it seems like the only explanation it that some unusual is happening with the vein valve. Is this normal, or should i be concerned?

What you’re describing sounds like muscle fasciculations (brief episodes of twitching). There are a number of things that can cause fasciculations, including fatigue, smoking, caffeine intake, certain drugs (anticholinesterases, lithium), electrolyte imbalance (low potassium, low magnesium, and low sodium), and disorders of the thyroid gland. There are also less common but more serious causes including a few types of neuromuscular diseases. Try to reduce your caffeine intake, take a daily multivitamin, and increase your intake of fruit and vegetables (green vegetables for magnesium; cantaloupe, bananas, or watermelon for potassium). If the twitches continue you should see your physician who may want to do some lab work and an imaging test.

Im not sure but it is possible also that these could be Muscle Spasams,I get these alot of times,Have you ever had any surgeries or been told you have Fibromyalgia,as I have this as well as my wife and she get's these spasm like episodes.Jim

I have been experiencing the same thing but on the left side of my groin area. At first it was only when sitting, so I thought it may be a circulation thing. Now I notice it almost all the time. Should I be concerned, since this is also a major artery area? I am 53, by the way.
