BP rises dramatically when resting, why ?

My systolic BP jumps about 30 points when I am dozing off, resting, watch tv etc. (i.e no activity). However, it returns to normal after being active again, ,walking eating, exercising etc.Usually happens in the afternoon just a few hours after taking meds ( Toprol XL and Atacand) .Why ?

Hi I want to know if anyone out there can hlep me find out why I have sudden jerks and weekness in my let arm and above my left breast I just started taking high blood pressure meds and I had a echo done and the results came back all normal.
