atenolol lowering pulse rate thus causing high blood pressure

can atenolol be responsible for causing high blood pressure when given to treat angina? One doctor at the hospital told me this was so and took me off atenolol and replaced it with a water tablet since then my bp has gone from 260 to 160. When I mention this to other doctors they insist it must have been because of a slow  pulse rate but I know what the doctor told me. Do the two go together, does a low pulse rate cause high blood pressure?
