When is High Blood Pressure determined by taking the pressure right after exercise or after rest?

My husband was put on BP pills about 10 years ago. He has improved his life style in the past 5 years dramatically. He took himself off the pills (which I know is dangerous). After monitoring his resting BP for a period of 56 days, at the same time each day, his upper pressure was only over 140, 7...
