Q: abnormal blood pressure of 73/108 with 73 pulse what does this mean.

My friend has a blood pressure reading of 70/108 with a pulse of 73. I know this is an abnormal reading and we have check it twice and each time we've got an abnormal reading. Should we take her to the doctor or ER.
