Hello Natalie,

 

Diabetes mellitus is a disease characterized by increased blood sugar, which is either caused by the absence of insulin (like in type 1 diabetes) or resistance to insulin (type II) in the body.  Insulin is one the main hormones involved in regulated sugar levels in the blood.

 

Too high sugar in the blood causes blood vessels to become overtime more brittle and more clogged by plaques.  Blood vessels in the brain are not spared this destruction.  As time goes by, damages accumulate until a vessel essentially bursts or becomes clogged.

 

This is of course a gradual process.  One spike in blood sugar can not cause an intracranial hemorrhage, unlike the way a tremendously high blood pressure can.
