While your blood pressure is not the highest I've seen, headache with consistently elevated blood pressure is absolutely a reason to have an urgent appointment with your physician. In this setting, headache could be a sign of severely elevated blood pressure that is causing damage to your internal organs.
Problems urinating or shortness of breath are also cardinal signs of extremely high blood pressure. If you have any of the above combination of symptoms and blood pressure that is consistently high, a trip to your emergency room is warranted.
