Q: both ankles swollen and a red rash on inside of calfs only.

I have never had any problems with my ankle swelling . Now the past 5 days my ankles have swollen not my toes just both sides of ankle area ,area has a red rash  on inside of calfs that does not itch or burn. Swelled area is very hard and not mushing like when you retain water. I feel about a week a ago and twisted my right ankle, also bruised my butt area and have now been also having a numb feeling in my hip areas. Then about time rash started I twisted my left ankle. I have dibetes, high blood pressure, and are being treated for these conditions. Is this some thing to worry about and see a doctor?
