I run a normal BP rate of 145/80, but when my blood pressure is in the normal 120/60, I feel tired and sometimes dizzy. when it is extremely high 150+/90+ I feel more energetic. why is this?

I am a 35 yr old male and recently had a stress test done. My resting blood pressure was 96/58. When I started exercising it was 124/42 and 120/40. Is this normal?
